Permits, inspections and licensed work
Why the permit exists
A charging circuit is the largest continuous load most houses will ever carry. Continuous is the word that matters: eight or nine hours at near-maximum current, night after night, for years.
Ordinary household circuits are sized for intermittent demand. A kettle draws hard for three minutes; a vehicle draws 48 amps for the better part of a night. Any weakness in a termination, any undersized conductor, any loose lug that would go unnoticed on a lighting circuit becomes a heat source under that duty. The permit and the inspection exist because this particular load punishes shortcuts in a way that ordinary wiring does not.
Against the whole project the compliance line is small — five to ten per cent of a typical figure, a few hundred dollars at most. It is also the cheapest insurance in the exercise, and one of the few line items nobody should be asked to trade away.
The sequence of a compliant job
A properly run project follows the same five steps in the same order, and a homeowner should be able to see each one happen.
- Survey and load calculation. The electrician totals existing demand against the service rating and determines whether the circuit fits as it stands.
- Permit taken out. The electrician applies, in their own name and under their own licence, before work begins. The application describes the circuit that is actually going to be installed.
- Installation. Breaker, conductor, conduit, mounting and terminations, all to the rating stated on the application.
- Inspection. An independent inspector attends and either passes the work or issues a list of defects to correct.
- Sign-off. The file closes and a record of compliant work exists against the property.
Two details in that list are worth insisting on. The permit is taken out by the contractor, not the homeowner — an installer who asks the owner to apply is shifting liability. And it is taken out before the work, not retroactively once someone asks awkward questions. What the inspector looks at
The inspection is short and specific. It is not a general survey of the house; it examines the new work and the point where it meets the existing installation.
Conductor sizing against the breaker rating comes first, with allowance for the continuous duty and for voltage drop over the run. Terminations follow: torque at the breaker and at the unit, correct lugs, no strands cut back or doubled where they should not be. Then the mechanical work — conduit support, protection where the run passes through framing, and whether an outdoor enclosure is rated for exposure.
Finally the inspector confirms that the equipment is certified, that the breaker matches the installed conductor, and that any load-management device is configured to the threshold the calculation assumed. That last check is easy to overlook and is precisely the point of the device.
An inspector is not looking for a reason to fail the work. They are looking for the small omissions that turn a good install into a warm one.
What skipping it costs
Unpermitted work is cheaper on the day and expensive afterwards, in ways that surface at inconvenient moments.
Insurers ask about it after a fire, and undocumented heavy circuits are the first thing an investigator finds. Purchasers' surveyors ask about it at sale, and an unrecorded 60 amp circuit becomes either a price reduction or a condition to remedy. Equipment warranties commonly require professional installation. And the installer who declined to pull a permit is rarely the one still returning calls three years later.
Set against a few hundred dollars, none of that is a sensible trade. When comparing written figures, check whether the permit and inspection sit inside the total or below the line — it is one of the most common reasons two quotations for the same wall-mounted charging unit differ, and the gap between them is then a matter of bookkeeping rather than of work. A figure that omits the permit is not cheaper; it is simply incomplete, and the difference reappears before the file can close.
